I don't think so, it looks like they're going with continuity rather than building a new one - this is the K9 that's been on Earth with Sarah Jane since 1981.
In fairness, he was never stopped by terrain before - the prop wasbut not the character. They'd just have Tom Baker looking down out of shot, pretending to watch K9 move past him, and saying "good dog".
