Personally I see no reason why the razing of Gallifrey would result in the Eye's destruction, I'd guess an artificial black hole would most likely be located off-planet.

Oh ... right ... the Eye was placed beneath the citadel of the Time Lords on Gallifrey, never mind.

Though that could easily have been a symbolic link like the one in the TARDIS in the 1996 TV movie.

He could of moved it. He was president at one point, and they did let him have the hand of Omega.

Is it me, ors hould there be an eye of Omega as well? Maybe a head of Omega...
