Hee! No, no, the hat itself was not dangerous ... it was just a handy receptacle for Earthskin and Endurance and such (which people should have realised, really, since item enchantments went on a lammy rather than the colourful bits of paper). It was no more magical than, say, the various satchel straps and belts that held similar coloured papers. I occasionally wondered whether putting them on the hat was a good idea, but it was the most convenient place, and I was never actually mugged, so as time went by I worried about it less.
Oh, there was one thing ... as well as enchantments the hat also contained my soul (character card). So I was usually quite careful with it. ;)
