Strangely incomprehensible, but at the same time amusing. I take it it's about a hated comix artist?

Hmm. I don't like that. It looks . . . silly. As comic styles go, this is not one I will approve of. Thanks for bringing it to my attention, Rob is now filed under "things I disapprove of" in my HeadBin.

Rob Liefeld first rose to prominence pencilling Marvel's "The New Mutants" and introduced Cable, the cyborg alternate reality future version of Nathan Summers (the child of Scott Summers and Madelyne Prior). He was possibly also a clone of Stryfe, a bad guy and also and alternate future version of Nathan Summers.

But anyways - Rob Liefeld does indeed suck ass. You only really need look at his early work to see just how godawful he actually is.
The image Andy has linked is quite good, compared to his earlier work, before he started hanging out with decent artists.

Here's some stuff to look at and weep:

I always hated the way that Liefeld couldn't draw fingers and crotches, yet always had them in the fore ground. Also he coudl only draw this really limited number of poses, so every cover looked the same, as did every fight scene after a while.
