To do a link to a user, you type <lj user="USERNAME">. For example, <lj user="pkgem"> gives you pkgem. I don't think it checks if the user exists, it's just livejournal code that takes the user variable and shoves it into a hypertext link. That (and code for lj-cuts) is described in the FAQ. There's a couple of other things in there but they're mostly for paid accounts...
