Do you mean this chap? He's Prince Arthas from Warcraft III. The image is from the "human" variant of the box art, which is also available as a sexy wallpaper.

Otherwise I suppose you mean the smiley face, which was generated using the Dookyweb avatar creation Flash thing. Make use of Print Screen to get it into your favourite image editing program.
