To be honest I only skimmed that particular race description. The name is something new entirely, and the physical description says something along the lines of an extended muzzle and pointy teeth. Nook mentioned Kobolds and I couldn't think of a better word.
Though, I have always thought of Kobolds as canine rather than lizoid, probably because they are yappy little bastards in Baldur's Gate.
