NEW IMAG
I'm not particularly impressed with GIMP's scaling, it looks a bit noisy to me. I'll try and remember to get a smoother version done next time I have a Photoshop at my disposal.

File -> Preferences -> Tool Options -> Scaling -> Default interpolation
set to Cubic (Best). The default is usually Linear. Who knows why.
This option is also seen in the "Tool Options" dialog when you select the resize tool, but that's just for that session. And the scale image dialog.
Now I think about it, it's in so many places I can't believe you missed it, so maybe Photoshop scale is just better, but I've had no complaints.

I did use cubic. It's probably just me being fussy.
