I have done some snooping around (ie, following links); here is a quick digest.
The anime is a joint venture between Toei Animation, Aniplex, and Cartoon Network.

Its just powerpuff girls crossed with sailor moon..

It can never capture the greatness that is Powerpuff Girls.. not in anime and like that anyway..

BUT! meh, each to his or her own.
