Maybe. I wouldn't be quite so harsh in my appraisal of his meglomania - Mr Eccleston always came across as a little too bi-polar for my liking. We shall have to see how he develops that asspect. I think he is mainly playing it for eccentricity which is a approach I can applaud.
When you say internal logical are you talking about the "science"? I'm probably more forgiving of Doctor Who than any other Sci-Fi program that I suspend disbelief for any of the science including its internal consititancy. I'm obviously too much of a happy fan-boy....
